Since we did this project before the web page was up, I don't have much info/pics to put up.  If that's a problem for you, get over it.  J

This truck belongs to a long-time buddy of mine Ed.  He had the same set of Pilot's that I do mounted with sheet metal screws into bracing behind the bumper skirt.  Unfortunately, they were not as stable as he liked them, so we set out to fix the problem.

Before starting, know that there are one-time-use clips that you will need to have ready, they WILL break when you remove the bumper skirt, so buy them before you start.  Also, take a measurement of how far your bumper skirt is from the bottom of the grille, so when you put it back on you get the alignment right.

We disconnected the turn signals and removed the bumper skirt.  This can be done by one person, but if you are paranoid about your ride, have a buddy there to help you so you don't scratch it.

We then took a Dremel tool with a 90° adapter and drilled through both the top and the bottom of the bracing.  Then, using bolts long enough to go through both the top and the bottom of the bracing, we re-mounted the lights.

Finally, replace the bumper skirt (make sure that you use the alignment bolts to get it level and at the same level it was before you started.

Here are a few pics of the result:
